Scott has 17 years’ experience advising on regulatory, policy, governance and strategic matters in the transport sector, particularly in relation to road pricing. He has had experience with clients in the UK, Ireland, Europe, USA, Australia, New Zealand, the Middle East and Hong Kong. In particular he has experience in providing advice on road pricing and tolling studies from the high level strategic assessment of objectives and options, through to the detailed planning of policy, business rules, institutional design, business case development and implementation advice.
He joined D’Artagnan in 2015 to manage the Australasian practice. Since joining, he has worked on projects for government and private sector entities in Australia including the Department for Infrastructure and Regional Development, Infrastructure Australia and Main Roads Western Australia. He has been also been advising the Auckland Smarter Transport Pricing Project on international best practice in urban road pricing. Previously with Booz & Co in London, he advised the European Commission on urban mobility funding and road charging and on road pricing projects in several countries. Before that, he worked at the Ministry of Transport in Wellington.
